Where: Terminal 1, Central Building, 1F, Narita International Airport — inside the Visitor Service Center, near Narita Airport Station.

Before or after security: before. It's in the public area, so you don't need a boarding pass — Nintendo's own page notes even non-passengers can use it, so you can stop here on arrival, not just on the way out.

Hours: 10:30–17:30 daily. Free.

This is a free Nintendo Switch game-experience space, not a store — you can play a rotating lineup of released Switch games at no cost, in a Mario-themed exhibit with a Mario statue for photos. It's only inside Terminal 1, so it's only worth a stop if your flight actually uses Narita (NRT) Terminal 1 — a Haneda flight or a different Narita terminal won't reach it.
